Charges calling from abroad

sorry i didn't know where to post this.
If i call someone on keen , im in UK and they are in the states. Does charges just come from my keen account or does it also charge my phone bill?

You can always have it so keen calls you. I don't ever think I've  ever dialed into keen? But, I'm in the states maybe it works differently for us?

it charged both
but its long time ago not sure if they have any toll  free number now
